Scatter Plots and Axis Crossing Point

I would like to create a scatter plot where both the X and Y coordinates can range from about -4 to 4. The axes would need to be placed along the bottom and left hand side of the plot and so I need to set a real valued negative crossing point. Why does XLSReadWriteII limit CrossingPoints to integers of 1 or more?
